Stamer played in 70 games during his five seasons in Buffalo.
Last year he played in all 16 games and ranked second on the team with 15 special teams tackles.
"Josh has been highly productive on special teams during his time with the Bills," said Titans General Manager Mike Reinfeldt.
"He's an experienced player that will add competition to our linebacking corps."
