A victim who was injured in a possible hit-and-run in Cookeville has been declared legally dead.

According to reports, the victim, identified as 26-year-old Samuel Florea, was found lying on 10th Street, east of Washington Avenue, around 10 p.m. on September 14.

Authorities said he was found critically injured. Officials confirmed he was declared legally dead on Thursday.

According to evidence, Florea had been walking on Washington Avenue just before he was found injured in the road.

Authorities said it’s possible he was hit by a vehicle when he attempted to cross 10th Street.

"He was a very kind and loving person. He loved everyone," said Teresa Ward, the victim's sister.

Those with the Cookeville Police Department said they’re trying to find a vehicle that was seen traveling east on 10th Street from the location where Florea was found.

"At that time of night there should have been plenty of people around," said Ward.

The vehicle was described as a dark-colored SUV that possibly had minor damage to the front bumper and hood area or the driver’s side door mirror.

Anyone with information on this incident has been urged to call Detective Ryan Acuff at 931-520-5320 or the Cookeville Police Department at 931-526-2125.
