LOUISVILLE, Ky. (AP) - The group planning to reopen Kentucky Kingdom said the rides and buildings have "significantly deteriorated" and need to be refurbished to ensure their safety.

The Courier-Journal reported the analysis is contained in a development plan for the Louisville amusement park.

A proposal before the Louisville Metro Council would authorize a taxing district in and around the park site at the state-owned Kentucky Exposition Center. Under the proposal, occupational taxes paid by park employees would be rebated to the group planning to reopen the park.

Ed Hart, who heads the group, said Thursday that the assessment accurately reflects the park's condition. But he says he's confident his group will reopen the park on the target date of May 24.

Hart said the reopening effort is on budget and on schedule.
