CLARKSVILLE, Tenn. – The Tennessee Wildlife Resources Agency arrested the man they said was driving a boat involved in an accident on the Cumberland River in Clarksville over the weekend.

The TWRA arrested 23-year-old Douglas Jackson of Palmyra on Tuesday. He was charged with vehicular homicide, among other charges.

Officers said two people were in the water when the accident happened, and Jackson was driving the boat.  Officers said he drove the boat straight at them, running them over.

21-year-old Stephanie Burns died from injuries caused by the boat propeller.

Officers said Jackson did not visually appear to be drunk, but blood sample results are pending.

Officers believed Jackson was negligent enough to be charged with vehicular homicide with a bond set at $403,000.
