Prosecutors Present UCDD Case To Federal Grand Jury

NASHVILLE, Tenn. – There were new developments Wednesday in the case involving Wendy Askins and the Upper Cumberland Development District in Cookeville.

Federal prosecutors spent the day presenting evidence to the grand jury, which will decide whether to file criminal charges in the case.

This follows the scandal revealed by NewsChannel 5 Investigates more than a year ago.

The grand jury proceedings were closed to the public, but we know at least two people testified.

Earl Carwile drove all the way from Cookeville to the federal Courthouse in Nashville, called by federal prosecutors to testify before the grand jury about what he knows in the case.

Carwile was temporarily put in charge of UCDD after Askins resigned.

Others associated with the agency have also been called to testify.

Another agency employee, Lane Spivey, was at the courthouse and is believed to have testified before the grand jury.

At the center of the investigation is the Living the Dream home -- the Putnam County project that was supposed to help needy seniors.

Our investigation first revealed it also became the personal home of Wendy Askins. We found she was transferring hundreds of thousands of dollars from the agency that was supposed to create jobs and help the poor.

Investigators have also obtained copies of video posted on newschannel5.com that appears to show Askins coaching board members to retroactively approve minutes that transfers $300,000 to Living the Dream.

We have been told that several people associated with agency will be called before the grand jury. No word on how long this will take or when a final decision will be made.
