LEBANON, Tenn. – Police said they do not expect charges will be filed against a driver who struck and killed a 59-year-old pedestrian in Lebanon on Thursday night.

Lebanon Police said Cindy Ballington was found deceased on Carthage Highway around 8 p.m. after being was struck by a vehicle.

The driver of the vehicle, identified as 33-year-old Pamela Delay, left the scene after the crash, telling officers she thought she'd struck a mailbox.

She went home, which was down the road, and called the Wilson County Sheriff's Office to report it.

Police believe Ballington walked into the roadway and Delay did not see her. At this time, police said they do not expect charges will be filed against Delay.

Ballington's daughter came to the scene shortly after the crash to prepare a roadside memorial for her mom. She described the emotional moment when police told her that her mom had passed away.

"They had brought me her cell phone. When they handed me her phone I knew right then and there it was my mother," said Rachel Ballington.
