CHATTANOOGA, Tenn. (AP) - A Tennessee man remains in custody for what police described as a "road rage" homicide after a judge declined to lower his bond.

Hamilton County Sheriff Jim Hammond told the Chattanooga Times Free Press that 62-year-old Richard Allen Manning has guards on him "around the clock" while he's treated for several illnesses.

Manning is charged with criminal homicide and aggravated assault in the Dec. 17 shooting death of 39-year-old Norman Gallman.

General Sessions Court Judge Christie Mahn Sell on Monday declined to lower Manning's bond from $350,000.

Manning's attorney, Lloyd Levitt, says his client has had cancer and is battling diabetes, cellulitis and congestive heart failure.
