Cream together butter and brown sugar in a large bowl. Add eggs and vanilla and beat. Stir in flour, salt and baking soda and mix completely. Add oats and stir to combine. Press 2/3 crust crumbs into 9 X 13 baking pan which has been sprayed with vegetable spray. Combine chocolate chips, milk, butter, vanilla and salt in a saucepan and cook over medium heat, stirring constantly, until chocolate has melted. Pour over crust, spread evenly and sprinkle with nuts. Drop remaining crust by spoonful and gently spread over topping. Bake in a preheated 350 F oven for 25-30 minutes or until golden brown. Let cool completely and cut into bars. Yield: 24 bars.
