The state of Tennessee had until Friday to prove that conditions at the Tennessee State Veterans Homes have improved.
A NewsChannel 5 investigation first exposed serious problems with patient care at the state-run nursing homes in Murfreesboro and Humboldt.
Shortly afterwards, the Justice Department launched its own investigation.
Last month, the Justice Department sent Gov. Phil Bredesen a scathing 43-page report accusing the state of providing "unconscionably poor healthcare" to its veterans and causing "needless suffering and deaths."
Federal regulators told the state that if it couldn't show how things have changed in the nursing homes by Friday, the U.S. Attorney General would file a federal lawsuit against Tennessee.
While the state insists there have been major improvements, the two sides have not come to terms yet on an agreement.
