FORT CAMPBELL, Ky. - An army wife accused of setting a fire that killed her two small children will answer to murder and arson charges Wednesday.

Billi Jo Smallwood will be arraigned in federal court in Kentucky.

Investigators said Smallwood set fire to her family's home at Fort Campbell in May 2007. That blaze killed her 9-year-old son, Sam, and 2-year-old daughter, Rebekah.

Smallwood, her husband Wayne and their baby, Nevaeh, survived.

Sources said Smallwood had two possible motives: to start fresh with her new husband and their new baby or to kill her husband and collect his half-million dollar life insurance policy.
