Governor Bill Haslam responded to accusations that the issued state of emergency was what led to the gas supply shortage.
The "State of Emergency" was declared by the Haslam administration to help cover a supply disruption caused by a busted pipeline.
It allowed him to issue a waiver on the federal regulation regarding trucking hours.
The state and the media have been criticized for fueling a "panic" leaving many gas pumps dry.
He said he had to make that declaration to keep trucks on the road longer.
