The drug had allegedly been mixed with fentanyl, which works like morphine and is normally used to treat pain. However, it can be fatal if mixed with heroin or cocaine.
That combination killed one man a month ago.
The victim, identified as James Roy Richardson, Jr., died at the scene on Fern Avenue while his friend was taken to the hospital since he couldn't walk.
The effects of the drug left that man on dialysis for liver failure and nerve damage to the right leg.
Police said Huey admitted to selling heroin not only to those victims, but to other customers around the area.
Huey was arrested and held on a $115,000 bond. He has been scheduled to make his first court appearance at 12:30 p.m. Friday.
