Man Arrested In Texas In 2015 Nashville Homicide

A man wanted in the homicide of a 40-year-old woman in the James Cayce public housing development has been arrested in Texas.

Reports stated 20-year-old Rafael McKinney was wanted in the murder of 40-year-old Pamela Sowell in the 500 block of Summer Place.

McKinney was arrested by members of the U.S. Marshal’s Fugitive Task Force Wednesday night at a hotel in Midland, Texas. They were assisted by the Midland Texas Police Department’s Crimes Against Persons Unit.

Sowell was fatally shot on July 3, 2015. She was reportedly in an argument with multiple people just before the shooting.

Authorities said McKinney was named in a Juvenile Court petition. An arrest order was issued for him on July 8, 2015 in which he was charged with criminal homicide. Officials said he was 17 years old at that time.

Also found at the hotel in Texas in a separate room were McKinney’s mother, 49-year-old Tanya Howard, and his stepfather, 49-year-old Robert Parham. 

Howard and Parham were charged with hindering apprehension.

Reports stated McKinney would be brought back to Nashville.
