Governor Haslam's new budget has been set to tackle an old problem in Tennessee schools: how to make sure all districts are funded fairly.
The State's funding formula for schools, known as the Basic Education Program, has been the target of lawsuits since the 90s.
Haslam's proposal will combine two different models and would essentially throw out the formula pushed by former Governor Phil Bredesen.
His plan also added about $220 million to the funding formula. He said it was the largest ever increase without a tax hike.
