Officials said the investigation began earlier in 2015 as authorities investigated several cases of utility trailer thefts.
The investigation led a grand jury to indict Commissioner Michael G. Scott Stevens on Monday.
Stevens was charged with one count of theft over $10,000, ten counts of theft over $1,000, one count of theft over $500, and three counts of theft under $500. He was also indicted on a count of possession of a prohibited weapon.
