Preemption is when a higher level of government reverses legislation passed by a lower level, such as states preempting cities.
In the last year, we've seen State lawmakers intervene in locally passed legislation like the Community Oversight Board, as well as how Short Term Rental properties work in this city. If a piece of legislation has the support of the people locally, what kind of an effect does it have on the city when the State can override something they voted for?
