According to police, a witness saw a man slumped over in the driver's seat. He was identified as 46-year-old Richard Hardy.
Police said he failed field sobriety tests and was arrested on a string of charges, including DUI.
The owner of the bonding company said they're confused as to why Hardy wasn't hit with a property damage charge.
He was driving with no insurance.
