FAIRVIEW, Tenn. (WTVF) — Nearly a dozen people at Roundtree Manor Apartments and Parc Fairview describe terrible conditions inside their homes.
Lacy Sullivan was in her bathroom when the ceiling caved in. A week later, it still looked the same. She says maintenance failed to fix a leak in the apartment above hers before the ceiling collapsed.
"It started to fall, so I obviously ran out," Sullivan said.
Sullivan has lived at Roundtree Manor Apartments in Fairview for 10 years. The apartment she is in was renovated in 2023 when the State Fire Marshal's office required major electrical and structural upgrades at the complex following my previous investigation into a rat infestation on the property.
"It was like a band-aid. They did their part while they were in the public eye and then they disappeared again," Sullivan said.
Since that interview, the Fairview Fire Marshal sent the owners of Roundtree Manor Apartments a 9-page report about hazards on the property, which the city shared with NewsChannel 5. The report includes unsafe stairwells, exposed electrical wiring, and a fire hydrant flagged as potentially faulty.
Under the Fire Marshal's order, the owner has 100 days — until the end of January — to make corrections. However, the Fire Marshal did not go inside the apartments, where residents say some of the worst problems exist.
During that same visit, the Fire Marshal also did not walk next door to Parc Fairview, where residents are dealing with conditions described as just as bad.
Before the inspection, NewsChannel 5 requested every record the city had of complaints about code violations at both properties was requested. A city spokesperson said nothing turned up, although a resident showed me her emails with a city Codes Enforcement Inspector. When I asked about those emails, the city said that inspector no longer works for Fairview.
It remains unclear why those complaints never led to any action.
We're continuing to follow up with the management companies at both properties about residents' concerns and what is being done to address them.
