Nearly 27 years later, his sister Lara is still haunted by that day, especially when news of a strikingly similar crime broke Tuesday. Police are still trying to find who they say likely threw a chunk of concrete from the Shelby avenue bridge Tuesday -- killing Joe C. Shelton, Jr. and devastating his family.
In the past year, Lara has been working with state lawmakers, trying to get TDOT money to put up fences along highway overpasses, so this doesn't happen anymore.
